Er machte deutlich, dass das Hauptziel dieser Ma\u00dfnahme darin besteht, der Kriminalisierung von Menschen f\u00fcr den blo\u00dfen Akt des Cannabisrauchens ein Ende zu setzen und den illegalen Handel mit dieser Substanz einzud\u00e4mmen.<\/p>\n<p><strong>\u201e&#8230;Wir dr\u00e4ngen niemanden und raten niemandem, irgendwelche Drogen oder Substanzen zu nehmen. Aber wenn eine Person beschlie\u00dft, Cannabis zu konsumieren, sollte sie nicht wie ein Krimineller behandelt werden. Das Rauchen von Cannabis an \u00f6ffentlichen Orten ist jedoch nach wie vor illegal. Auch die Gr\u00fcndung von Cannabisvereinen ohne Erwerbszweck wurde erlaubt. Diese Vereinigungen sind befugt, Cannabis anzubauen und an ihre Mitglieder zu verteilen. Personen unter 18 Jahren, die im Besitz von Cannabis erwischt werden, werden zwar nicht inhaftiert, aber einer Justizkommission vorgef\u00fchrt, die sie in einen \u201eBetreuungsplan\u201c aufnimmt. Zum anderen d\u00fcrfen Cannabisvereine nicht in der N\u00e4he von Schulen oder Jugendclubs angesiedelt werden, und es werden Geldstrafen gegen diejenigen verh\u00e4ngt, die Cannabis in Gegenwart von Minderj\u00e4hrigen konsumieren.<\/p>\n<p>Bemerkenswerterweise ist Malta in diesem Bereich innerhalb Europas zum Vorreiter geworden, und es ist wahrscheinlich, dass andere L\u00e4nder der Europ\u00e4ischen Union in naher Zukunft diesem Beispiel folgen werden, so wie es derzeit mit Deutschland geschieht.
